Description of problem (please be detailed as possible and provide log
snippests):

`ocs_rbd_pv_metadata` is a metric that provides metadata about Ceph RBD based PV.
It is the link between PV and RBD image which is used in alerts for Disaster Recovery.

This metric is missing or not correctly updated.

Version of all relevant components (if applicable):
ocs-operator v4.14 v4.15
