Steps to Reproduce:
1. Click on User dropdown on top right side of OCP console.
2. Click User Preferences.
3. Click Language.
4. Select different languages and check whether changes are reflected to the ODF UI.

Some of ODF 4.15 changes:
1. Navigate to "Data Foundation > StorageSystems > StorageSystem details (ocs-storagecluster-storagesystem) > BlockPools > BlockPool details (ocs-storagecluster-cephblockpool) > 'Raw capacity' card's tooltip", i.e., BlockPool dashboard.
2. Navigate to "StorageSystems > Create StorageSystem > 'Backing storage' step > Use 'RBD StorageClass' option", i.e., StorageSystem deployment wizard flow.
3. Navigate to "StorageSystems > Create StorageSystem > 'Backing storage' step > Use 'external PostgreSQL' option", i.e., StorageSystem deployment wizard flow.
3. Navigate to "StorageSystems > Create StorageSystem > 'Capacity and nodes' step > Configure performance (performance profile)", i.e., StorageSystem deployment wizard flow.
5. Navigate to "Data Foundation > StorageSystems > StorageSystem details (ocs-storagecluster-storagesystem) > Block and File > 'Details' card's 'Disaster recovery optimisation' section", i.e., ODF dashboard.
