Description of problem (please be detailed as possible and provide log
snippests):
This bug is a tracker for the OCP bug https://issues.redhat.com/browse/OCPBUGS-27853. The issue was observed dueing OCP upgrade on a provider cluster in provider-client setup.

Version of all relevant components (if applicable):
OCP 4.15.0-0.nightly-2024-01-18-050837 (OCP upgrade from 4.14.7)
ODF 4.14.4-5

Yes, upgrade did not work.

This is a tracker and does not need any fix in ODF.
