Description of problem:
The RH Ceph Storage 7 client RPMs are only available for RHEL 9. We're adding the RHEL 8 client RPMs in RHCS 7.1.

Version-Release number of selected component (if applicable):
RH Ceph Storage 7.1

Steps to Reproduce:
1. Choose a RHEL 8 system as a Ceph client
2. yum install ceph-common

Actual results:
The ceph-common package (v18.2.x) is not yet available for RH Ceph Storage 7.

Expected results:
"yum install ceph-common" succeeds on RHEL 8 (just as it does in RH Ceph Storage 6).
