mathgl failed to build from source in Fedora rawhide/f40

Please fix mathgl at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
mathgl will be orphaned. Before branching of Fedora 41,
mathgl will be retired, if it still fails to build.

Anyone have any ideas on how to fix the current FTBFS?  I'm looking to update octave to 9.1 and would like to have clean build of mathgl before doing the update.
