phosh failed to build from source in Fedora rawhide/f40

Please fix phosh at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
phosh will be orphaned. Before branching of Fedora 41,
phosh will be retired, if it still fails to build.

Proposed as a Freeze Exception for 40-final by Fedora user kevin using the blocker tracking app because:

 While we aren't advertising the phosh spin anymore, we are still making it for f40 and it's used as the base for the fedora mobility remix. 

It would be nice to fix this and produce the image so the SIG could use it for remixes. It just needs a update to newer phosh/phoc packages. 

It can't really harm anything, nothing else uses it...
