Fixed in 3.9.2 and later.

An update for EPEL9 *should* be possible.

A backport of the fix, https://github.com/aio-libs/aiohttp/pull/8074/files, is probably not possible to do safely in EPEL8 because the fix builds on previous HTTP parsing security fixes that aren’t in the EPEL8 package either. An update in EPEL8 is impractical.

After actually taking a look at this, I can confirm I won’t be attempting a backport to 3.7.4.
