Description of problem:
Due to presence of newer advisory for package softhsm-2.6.1-5.el8.1.x86_64 in EPEL repository, DNF reports advisory. See reproducer. The issue is not in DNF, but it is triggered by presence of advisory in EPEL that can be applied to RHEL package.
