Description of problem:
I am trying to install Fedora 39 with a kickstart script and the image at https://dl.fedoraproject.org/pub/fedora/linux/releases/39/Everything/x86_64/iso/Fedora-Everything-netinst-x86_64-39-1.5.iso. The install fails due to an exception which triggers a backtrace and the error "The kernel version list is not available".

Running the utility ksvalidator does not indicate any errors.

Version-Release number of selected component (if applicable):
39.32.6

How reproducible:
Every time.

Steps to Reproduce:
1. Boot off USB drive containing network install image.
2. Interrupt GRUB, and set inst.ks.
3. Continue booting, and allow the install to begin.

Small update: this seems to follow from the scenario where Anaconda indicates a packages listed in the kickstart is not available. Anaconda allows the user to click "Continue" to allow the install to proceed despite the missing package. Eventually, the error above happens.
