Since intel-media-driver-free became included in the Multimedia group in Fedora 40 onwards, users with fully featured intel-media-driver from rpmfusion ended up with broken upgrade path (due to both packages being in Multimedia group and conflicting).

kwizart found and implemented a workaround for this in:

As Fedora in previous releases didn't include any Intel vaapi driver, the rpmfusion package is quite popular, and not having this conflict resolved would result in broken upgrade paths for our users.

The decision to classify this bug as an "AcceptedFreezeException (Beta)" was made as upgrades usually run without updates-testing enabled, and this is a significant issue for the fairly large number of folks with this driver installed from a third-party source.
