Before this update, during an upgrade from RHOSP 16.2 to 17.1, the steps to trigger a `mysqld` upgrade were sometimes skipped. With this update, the upgrade logic for MySQL is rewritten to address this issue.

Description of problem:

During FFU 16.2 ->17.1 we noticed that /var/log/containers/mysql/mysqld-upgrade.log doesn't exist on controller nodes.
This log file should be created when mysql is upgraded as a part of "upgrade_tasks"

RHOSP 17.1.4 is affected by bug #2331327 that prints a warning about this BZ. It is likely a red herring, please use bug #2331327 to confirm.
