Description of problem:
There is a continuous OVN loop been triggered which check OVN config of all nodes by all nodes. This keeps on going for longer time which may cause upgrade failures if not done withing provided time as per value in --timeout.

RHOSP16.2 -> RHOSP17 [FFU]

How reproducible:
Everytime 

Steps to Reproduce:
1. $ openstack overcloud upgrade run --yes --stack <stack> --debug --limit allovercloud,undercloud --playbook all


Actual results:
There is a continuous loop

Expected results:
It should be a single iteration
