Description of problem:
After deleting network and recreating, routing no longer works.


Version-Release number of selected component (if applicable):
Red Hat OpenStack Platform release 16.2.3 (Train)

How reproducible:
Everytime

Steps to Reproduce:
1. Create network, attach it to router
2. ping the router interface
3. Delete network
4. Recreate network, Reattach new network to the same router
5  ping same router interface, does not reach it.

Actual results:
Connectivity issue

Expected results:
Be able to delete and recreate networking in a project every day in a repeatable way
