Doc Text:	Previously, monitors would lose track of MDS metadata during upgrades and canceled PAXOS transactions. Due to this the MDS metadata would not be available. With this fix, the batch adding MDS metadata with FSMap changes to ensure consistency and ceph mds metadata command functions correctly across upgrades.	Story Points:	---
