The NumPy 2 requirement is for *building* only; this is to provide compatibility for NumPy 2 and NumPy 1 when upstream creates wheels (much like oldest-supported-numpy used to do). The actual runtime minimum requirement is 1.23. So you can just patch out the 2 version, and build this like normal.
