Description of problem:
While doing VMware image based provisioning via userdata it fails to configure IP address for the network interface and it fails for VMware8

Version-Release number of selected component (if applicable):


How reproducible:
Always

Steps to Reproduce:
1. Create a VMware compute resource
2. Create a image to use while image based provisioning which accepts userdata(https://access.redhat.com/documentation/en-us/red_hat_satellite/6.14/html/provisioning_hosts/provisioning_virtual_machines_in_vmware_vmware-provisioning#Using_VMware_Cloud_Init_and_Userdata_Templates_for_Provisioning_vmware-provisioning)
3. Provision a host with that image

Actual results:
The host launched has no network interface connected(no ip address), not registered to satellite, build status remains Pending Installation

Expected results:
Host provisions successfully with network interface connected having a IP address and registered to satellite

Why is this should be working?

We don't manage DHCP when doing imaged-based provisioning.
This should be configured on the vCenter side IMO.
