Description of problem:
Package rmlint fails to build from source in Fedora Rawhide.

Version-Release number of selected component (if applicable):
2.10.1-18.fc40

Steps to Reproduce:
koji build --scratch f41 rmlint-2.10.1-18.fc40.src.rpm

It could be probably mitigated by explicitly build requiring python3-setuptools.
