Current Fedora package is libpng-1.2.10-7

Let's upgrade to 1.2.16.

Spec changelog:
- spec cleanup
- version 1.2.16
- updated multilib patch
- converted spec to utf-8
- fixed devel package summary
- switched to BSD license (libpng applies to zlib license)
