GDB debuginfod support is missing and needs to be turned on so crash reporting works properly.

Proposed as a Freeze Exception for 40-final by Fedora user ngompa using the blocker tracking app because:

 We would like any crashes or problems with KDE software to correctly trigger in DrKonqi, and without this change, it does not work.
