Description of problem:
Framework 16's GPU module (RX 7700S) in constant state of throttling and never reaches full clocks, fans never ramp up (If thermal throttling)

Version-Release number of selected component (if applicable):
Mesa 23.3.6

How reproducible:
Always; Open GPU heavy application (e.g. games; tested with The Finals but reproducible with any other 3d-heavy game)

Steps to Reproduce:
Install Silverblue 20240407

Actual results:
GPU in constant throttling state, never reaches full power nor are fans spooled up to manage temperature

Expected results:
GPU will reach full power, fans will spin up to full speed to compensate for temperature as required

This is a problem with the system firmware from Framework, the system firmware is responsible for scaling/throttling and there's nothing mesa can do about that. It seems it's a wider issue with Framework firmwares as a whole:
