Proposed as a Freeze Exception for 40-final by Fedora user pbrobinson using the blocker tracking app because:

 The PARSEC service is a default service for IoT so it would be useful to get 1.4 into final.

Discussed during the 2024-04-15 blocker review meeting: [0]

The decision to classify this bug as a "RejectedFreezeException (Final)" was made as the proposal here provides no real justification for a freeze exception, and the request is to pull in a major new release with an unclear backwards compatibility status and some slightly odd test results. This is rejected for now, but can be proposed again with a clearer justification.
