The emacs-filesystem package is currently a subpackage of emacs.  Its contents hasn't changed since it was first introduced in Fedora 15.

The emacs-filesystem package is installed on the systems of lots of people who don't use Emacs.  These people get unnecessary updates whenever there is an update to the main emacs package, even though the contents of emacs-filesystem never actually changes.

Because of what depends on it, emacs-filesystem is on the critical path.  This means that any emacs package update is treated as a critical path update, which slows it down unnecessarily.

Lets avoid all this by decoupling emacs-filesystem into its own source package.
