Description of problem:

Installing FC7test1 over a good FC6 (wipe everything).
System hardware clock was already using [x] UTC and my time zone (PST=+8)
Anaconda prompts me with correct time for my timezone 14:02 PST and
check box on UTC is already checked.  I accept both defaults.

Rebooting, clock now shows 06:02 PST.
date shows 06:02 PST
date -u shows 14:02 UTC

I can fix it by just setting the clock again. 
Rebooting does not break it again.

Steps to Reproduce:
1. Install FC7 over FC6 with system clock already UTC and a time zone
2. Choose to keep system clock UTC and have a non-zero time zone

Based on the date this bug was created, it appears to have been reported
against rawhide during the development of a Fedora release that is no
longer maintained. In order to refocus our efforts as a project we are

If you can reproduce this bug in a maintained Fedora version (7, 8, or
rawhide), please change this bug to the respective version and change
