When we create a client for the placement API, we are not passing the OPENSTACK_SSL_NO_VERIFY setting to it, so if the installation is using self-signed certificates, it will fail to connect.

We verified that all changes are in the build but we can't verify it practically in the product because we don't use that feature in the product.
