Description of problem:
NovaIronic/nova-compute isn't starting on controller after uprading to RHOSP17.1 as the ironic.yaml file doesn't contain the "NovaIronic: ../../deployment/nova/nova-ironic-container-puppet.yaml"

Steps to Reproduce:
1. Deploy en environment wtih ovs
2. Include the file as per the doc https://access.redhat.com/documentation/en-us/red_hat_openstack_platform/17.1/html/configuring_the_bare_metal_provisioning_service/assembly_deploying-an-overcloud-with-the-bare-metal-provisioning-service#proc_configuring-the-overcloud-to-enable-bare-metal-provisioning_deploying-bare-metal-overcloud

Actual results:
NovaCompute stays down on the controllers

Expected results:
NovaCompute shouldn't be down.
