Description of problem:

- ceph daemons are going into error state when they are stopped.
- The affected daemons:
  + mgr
  + node-exporter

Version-Release number of selected component (if applicable):

- RHCS 5.3

How reproducible:
================
- Install RHCS 5 and try to stop the services - node-exporter and mgr services.

Steps to Reproduce:
==================
1. Install RHCS 5
2. stop the services - node-exporter and mgr services
3. Check ceph orch ps

Actual results:
===============
- The stopped services are going to error state,

Expected results:
================
- After stopping the services, it should be in "stopped" state instead of "error"
