When ODF is running in Provider mode, ocs-client-op deploys CSI and rook seems to have a logic not to create "rook-ceph-csi-config" CM if it isn't deploying CSI on which rook awaits the CM to be created by another entity and fails to reconciles any other resources.

This broke the deployment of monitors and subsequent cephcluster creation.

Found in 4.16.0-84. QA verification only needs regression.

Deployment works with odf operator version 4.16.0-89 as expected. --> VERIFIED
