Description of problem (please be detailed as possible and provide log
snippests):

In MDR setup DRpolicy is attached to 2 workloads when I am trying to delete drpolicy instead of showing disabled delete option its in enabled state and allowing to delete drpolicy.


Version of all relevant components (if applicable):

OCP - 4.16
ODF - 4.16.0-85
ceph - 7.0z1
ACM - 2.10.2

Yes, In ODF 4.15 it showing disabled delete button 

Steps to Reproduce:
1.Setup MDR 
2.Deploy Apps (subscription and appset)
3.Apply DRpolicy to each workload
4.On hub cluster navigate to All services-Data services-disaster recovery-
  policies 
5. Click on 3 vertical dots - delete.

Actual results:
Delete option in Verticle ellipsis is in enabled state

Expected results:
Delete option in Verticle ellipsis should be in disabled state

Tested with 4.16.0-92 build and found that Verticle ellipsis is disabled for drpolicy.

I wanted to confirm that , for appuser its not showing connected application(marked green in attached screenshot)
is this expected behaviour?
