Steps to Reproduce:
1.Deploy RDR cluster
2. Deploy imperative app
3. Power off one of the managed cluster
4. Failover/Relocate workload on the managedcluster which is down



Actual results:
UI is allowing failover/relocate of workloads even if targetcluster is down

Expected results:
UI should block that operation
