Description of problem:

A regression in complete-multipart-upload logic (related to notification fixes) can lead to a multipart-upload space leak, when a client attempts to complete a pending upload with one or more incorrect paramters.  (For example, this regression was first observed while testing development code to process the new checksum workflows--which do not exist on 7.1).

7.1 contains backports of the corresponding notification fixes, so it contains this issue

Additional info:

testing should involve only general validation of multipart upload workflows for non-regression
