Description of problem:
Occurs randomly when starting a windows executable program in wine(wine-9.1-1.fc39.src.rpm). It will cause explorer.exe to freeze.
SELinux is preventing wine-preloader from using the 'execheap' accesses on a process.

I suspect the right component is selinux-policy.
