The security issue does not affect EPEL, as SingularityCE 4.x versions do not use the containers/image library to retrieve and handle OCI images.

containers/image is only imported by SingularityCE 4.x to access structs in order to provide compatibility functions for the new code that uses google/go-containerregistry for OCI image handling.

The containers/image library will be updated at the nest singularity-ce release.
