Please branch and build cowsql in epel9.

If you do not wish to maintain cowsql in epel9,
or do not think you will be able to do this in a timely manner,
I would be happy to be a co-maintainer of the package (FAS: neil);
please add me through https://src.fedoraproject.org/rpms/cowsql/adduser

I'm more than happy to maintain this in EPEL. I had to make a small change for the build to remove a leftover .la file that I think is cleaned up by a brp macro in fedora but not RHEL.
