The actual bug is not in xsane but in gdk-pixbuf2-2.42.11
(see e.g. https://github.com/Homebrew/homebrew-core/issues/169803 )
downgrading to gdk-pixbuf2-2.42.10 fixes the problem.
The missing library is the decoder for xpm.
