%pyproject_buildrequires -N stands for "not using the Python build system"

As such, we don't need to generate the dependency on pip.

For almost all the packages, this does not matter, but it matters for python-pip. See https://src.fedoraproject.org/rpms/python-pip/pull-request/137#comment-200749

Note that there are a couple of packages using %pyproject_buildrequires -N, so we should double-check we are not breaking them:
