This is a tracking bug for Change: Separate package for dtrace from systemtap-sdt-devel

Split /usr/bin/dtrace from systemtap-sdt-devel (systemtap) into a separate package to optimize many buildroots by removing unnecessary Python dependencies.

The last update mentioned here is the last part of this change. The implementation is now complete and hundreds of packages should have smaller buildroots without Python.
