I considered updating to 3.0 after the f40 mass rebuild but decided against it because of the .so version bump.
It was FTBFS so added this commit to fix, it will need reverting as version 3.0 fixees the issue.

I have no intention to do the update myself as the dependent packages has grown since ffmpeg was included in fedora.

I can do a side tag, but may update libplacebo and nv-codec-headers along...
