Description of problem:

S3 buckets or Swift containers created by a keystone user with rgw_keystone_implicit_tenants=true on RHCS 7.x can no longer be accessed after upgrading to RHCS 8

How reproducible:


Steps to Reproduce:
1. install rhcs 7.x with keystone integration and rgw_keystone_implicit_tenants=true
2. as a keystone user, create some swift containers and upload some objects
3. upgrade everything to rhcs 8.0
4. try to list existing containers with the keystone user

Actual results:

requests fail to find the container and return 404 errors

Expected results:

requests succeed in listing the container
