Doc Text:	Previously, the calculated time difference led to negative seconds and never reached the threshold interval resulting in the mirror daemon not restarting when blocklisted or failed. With this fix, the time difference calculation is corrected.	Story Points:	---

Description of problem:
cephfs_mirror daemon doesn't restart when it's blocklisted or failed.

Always

Steps to Reproduce:
1. Make cephfs_mirror daemon blocklisted or failed (Better use a QA test that blocklists or fails mirror daemon).
2. Check the logs.
3. The mirror daemon doesn't restart as mentioned here: https://github.com/ceph/ceph/blob/main/src/tools/cephfs_mirror/Mirror.cc#L569-L572

Actual results:
Mirror daemon doesn't restart.

Expected results:
Mirror daemon should restart when blocklisted or failed.
