python-pybv failed to build from source in Fedora rawhide/f41

Please fix python-pybv at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
python-pybv will be orphaned. Before branching of Fedora 42,
python-pybv will be retired, if it still fails to build.

The root cause is bug 2280596, with work in progress at https://github.com/dipy/dipy/pull/3293.
