wingpanel failed to build from source in Fedora rawhide/f41

Please fix wingpanel at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
wingpanel will be orphaned. Before branching of Fedora 42,
wingpanel will be retired, if it still fails to build.

As always, this is caused by API / ABI changes in GNOME (mutter), which requires code + build system adaptations in wingpanel upstream:

Additionally, wingpanel links against gala, so any fixes in wingpanel require gala getting fixed first.

Blocking the wingpanel components that are awaiting package review, since wingpanel fails to install and therefore they can’t be reviewed against Rawhide/F42 or F41.
