I think

Requires:       %{name}-libs%{?_isa} = %{epoch}%{version}-%{release}

needs to be

Requires:       %{name}-libs%{?_isa} = %{epoch}:%{version}-%{release}

I’m testing this locally and then opening a PR.

I was wondering  why the error isn't:

  nothing provides gimp-libs(x86-64) = 22.99.19^20240817gitd38362c9a0-1.fc42


But when this was built, it was:

  
  Requires:       %{name}-libs%{?_isa} = %{version}-%{release}

It was later "fixed" by adding %{epoch} in https://src.fedoraproject.org/rpms/gimp/c/563eb21a29053c7e388c8b422c7339f8916c114b?branch=rawhide  -- but that incomplete fix was never successfully built.

So I agree, this should be changed to %{epoch}:%{version}-%{release}.
