Upstream is working on GIMP version 3 support in a branch, https://github.com/rpeyron/plugin-gimp-fourier/tree/gimp2.99. It should be possible to resolve this by packaging a snapshot from that branch.

https://src.fedoraproject.org/rpms/gimp-fourier-plugin/pull-request/2 should fix this, but needs the gimp package to be installable, bug 2304761.
