I recompiled the version nut-2.8.2-1.fc40 from Fedora on RHEL 9 and x86_64 and did some testing with it.
It worked without issues as a secondary as well as a primary (usbhid-ups). I did testing with programmed shutdown ("upsmon -c fsd") as well as disconnecting mains supply and waiting for the battery to go below the threshold. Some other secondaries where also connected and they powered off correctly too.
So to me it looks like upgrading EPEL 9 to 2.8.2 should work and not require additional patches or other modifications.
