Description of problem:
   Provide a FID for migrating openstack deployment from ifcfg provider to the new nmstate provider for os-net-config
   - As this is common to NFV/non-NFV, it should cover NFV and non-NFV config templates
   - There should be provision for user to choose the new provider or continue with ifcfg provider
