Description of problem:

after upgrade to RHCS 8, radosgw may fail to start with "failed to load zone: (2) No such file or directory" errors

regression in RHCS 8

How reproducible:

effects "default" zone/zonegroup deployments that don't have a realm

Steps to Reproduce:
1. deploy radosgw in a non-multisite configuration without a realm. for example, as a cephadm service that does not specify anything for rgw_realm, rgw_zonegroup, or rgw_zone
2. verify with a client that radosgw is accessible
3. create an unrelated realm and set it as default:

$ radosgw-admin realm create --rgw-realm testrealm --default

4. restart the radosgw service

Actual results:

radosgw tries to load its zone inside that default realm and fails to start with "rgw main: failed to load zone: (2) No such file or directory"

Expected results:

radosgw ignores the realm and loads the existing "default" zone and zonegroup
