Description of problem: OSP 16.2 interop tests with satellite 6.16 were failing because OSP deployments were unable to pull container images from satellite 6.16. This is documented in: https://issues.redhat.com/browse/OSPCIX-369 That CIX includes the commits used to fix the problem. This BZ should be used to ensure the fixes make it to a release build.

Steps to Reproduce:
1. Deploy OSP16.2 while using satellite 6.16 as repository for container images

Actual results: OSP deploy fails due to being able to pull container images.
