Please branch and build python-meson-python in epel10.

If you do not wish to maintain python-meson-python in epel10,
or do not think you will be able to do this in a timely manner,
the EPEL Packagers SIG would be happy to be a co-maintainer of the package;
please add the epel-packagers-sig group through
https://src.fedoraproject.org/rpms/python-meson-python/addgroup
and grant it commit access, or collaborator access on epel* branches.

I would also be happy to be a co-maintainer (FAS: kkeithle);
please add me through https://src.fedoraproject.org/rpms/python-meson-python/adduser

I will be happy to branch this once the patchelf dependency is available.

The python-meson-python package is a buildroot-only package for C10s/RHEL[1], and for that purpose only, we removed the patchelf dependency[2], since patchelf itself was unwanted in the distro and the resulting package could still build everything it needed to in the distribution[3].

For EPEL10, where python-meson-python will be generally available for all kinds of uses, patchelf needs to be branched first so we can ship a full-featured python-meson-python package.

Could you please file the branch request for patchelf and set it to block this bug?
