How reproducible:

3/3

Steps to Reproduce:
1. Create a bucket 'aws-1' and upload an object file1
2. Transition object to aws cloud, ensure the transition is successful
3. Try to restore the object via s3api restore-object 

 aws --endpoint http://ceph-pri-vim-ms-8-0-sp956i-node4:80 s3api restore-object --bucket aws-1  --key file1  --restore-request  {}

Actual results:

we observed the object restore is not successful

Expected results:

The object restore should be successful
