When trying to use applications in full screen mode (Super + F), the shell elements remain on top instead of being underneath the fullscreen application. This is somewhat surprising behavior that results in parts of the application UI being covered by up the shell elements.

Reproducible: Always

Steps to Reproduce:
1. open up an application (e.g. firefox or foot)
2. Type Super+F to fullscreen the app

Actual Results:  
Application is fullscreened with parts of it covered up by shell elements

Expected Results:  
Application is fullscreened with nothing covering it up
